BRASILIA, Brazil — (June 19, 2026) — Brazil’s National Data Protection Authority (ANPD) has launched a new monitoring initiative involving 18 high-traffic online platforms as part of the country’s broader effort to strengthen protections for children and adolescents in digital environments.




The review is being conducted under Brazil’s Digital Statute for Children and Adolescents (Digital ECA), a regulatory framework that took effect in March 2026 and introduced new obligations for digital service providers operating within the Brazilian market. Among its requirements are measures designed to prevent underage users from accessing age-restricted online content.

According to the ANPD, the current phase is focused on gathering information, evaluating compliance practices, and determining whether platform operators have implemented appropriate safeguards to restrict access by minors. The agency emphasized that the monitoring process is intended to support future regulatory decisions and assess how the market is adapting to the new requirements.

The 18 websites selected for review reportedly account for approximately 98% of online traffic within Brazil’s adult-content sector. The list includes a mix of video-sharing platforms, creator subscription services, webcam sites, and classified advertising platforms.

Industry observers note that the monitoring phase does not currently involve direct enforcement actions. The ANPD previously indicated that more formal inspections and regulatory enforcement measures are expected to begin in 2027 following the completion of data collection and compliance assessments.




Digital ECA Raises Compliance Standards

Brazil’s Digital ECA represents one of the most comprehensive online child-protection frameworks enacted in Latin America. The legislation expands regulatory oversight beyond traditional social media platforms and applies to digital products and services that may be accessed by minors, regardless of where the service provider is headquartered.

The law requires companies to evaluate age-verification procedures, strengthen parental control mechanisms where applicable, and implement safeguards designed to reduce children’s exposure to age-inappropriate material. The ANPD serves as the primary regulatory authority responsible for supervising compliance and issuing additional guidance to affected businesses.

Brazilian regulators have also launched a public reporting portal that allows citizens to submit complaints regarding potential violations of the Digital ECA, further expanding the government’s oversight capabilities.

Brazil’s actions mirror a growing international trend toward stronger online age-assurance requirements. Policymakers in multiple jurisdictions are increasingly examining how digital platforms verify user ages and protect minors from content deemed unsuitable for younger audiences.
