BANGOR, NI — (April 24, 2026) — A councillor from the Democratic Unionist Party has been suspended for three months following a standards investigation into remarks made during a council debate that linked the LGBTQ community to support for Hamas.
The decision stems from comments made by Colin Kennedy during an October 2023 meeting of Ards and North Down Borough Council, where members were discussing the ongoing Israel-Gaza conflict. The debate centered on condemning attacks and calling for an end to violence in the region.

Standards Watchdog Finds Breach of Conduct
Following complaints, Northern Ireland’s Local Government Commissioner for Standards conducted a formal review and determined that the remarks exceeded acceptable boundaries for political speech.
The commissioner concluded that the comments:
- Breached the councillors’ code of conduct
- Impacted individuals with protected characteristics
- Brought the office of councillor into disrepute
While acknowledging the importance of free expression in political debate, the ruling emphasized that certain statements fall outside the protections typically afforded under European Convention on Human Rights Article 10 when they cause harm or offense to specific groups.
Reaction Inside the Council Chamber
The remarks drew immediate criticism from fellow councillors during the session. At the time, then-deputy mayor Hannah Irwin expressed concern, stating the comments were personally offensive as a member of the LGBTQ community.
Other councillors also voiced objections, with at least one leaving the chamber during the exchange. Despite the backlash, Kennedy declined to retract his statement, though he indicated willingness to discuss the issue privately.
Free Speech vs. Accountability Debate
A separate police review concluded that the comments did not meet the legal threshold for hate speech. However, the standards body clarified that its findings were not about restricting political views, but rather ensuring that elected officials maintain appropriate conduct in public office.
The commissioner noted that while political representatives have wide latitude in expressing opinions, those statements must still align with professional standards and respect for protected groups under Northern Ireland law.
Broader Context: Israel-Gaza Conflict
The debate took place against the backdrop of the ongoing Israel-Gaza conflict, which escalated following attacks by Hamas on Israel in October 2023. The conflict has since drawn global attention, with continued tensions and humanitarian concerns shaping political discussions across Europe and beyond.
Final Take
The suspension highlights the ongoing tension between free expression and accountability in public office, particularly when political rhetoric intersects with sensitive social and identity-based issues.
