RIVERSIDE, CA — (March 23, 2026) — A controversial move by Riverside County Sheriff Chad Bianco has ignited a new flashpoint in the national election integrity debate after his office took custody of more than 650,000 ballots tied to California’s Proposition 50 redistricting vote.
The unprecedented seizure follows claims of discrepancies in vote totals, though local election officials say those concerns are based on misinterpreted data rather than verified irregularities. The situation is already drawing comparisons to recent high-profile election investigations across the country, raising fresh concerns about how far local authorities can go in reviewing certified election results.

According to Bianco, the ballots were obtained through a court-approved warrant as part of an investigation into what he described as inconsistencies between reported vote totals and internal tracking data. His office plans to conduct a full hand count under court supervision.
“This investigation is straightforward — count the ballots and compare them to the reported totals,” Bianco said during a press briefing.
However, Riverside County Registrar of Voters Art Tinoco, has pushed back on the claims driving the probe. In prior statements to county officials, Tinoco explained that the alleged discrepancy of tens of thousands of votes stemmed from incomplete or raw data sets, not finalized counts. The actual difference, he noted, was approximately 100 ballots — a fraction of a percent in a race involving hundreds of thousands of votes.
Despite that clarification, the sheriff’s office proceeded with the seizure, placing all election materials under its control. Details about where the ballots are being stored have not been publicly disclosed.
California Attorney General Rob Bonta has sharply criticized the move, warning that the investigation raises serious legal and procedural questions. In a formal letter, Bonta expressed concern over whether sufficient evidence existed to justify the warrants and cautioned against untrained personnel conducting ballot reviews.
“Ensuring accuracy in elections requires established procedures and trained professionals,” Bonta wrote, signaling that legal action could follow if the investigation continues without proper oversight.
The escalation comes amid a broader national trend of election-related investigations, including recent federal actions involving voting records in other states. As previously reported by JRL CHARTS, similar efforts have drawn scrutiny from legal experts who warn that such interventions could undermine public confidence if not grounded in verified evidence.
Riverside County, one of California’s largest with more than 2.4 million residents, approved Proposition 50 with a clear majority. The measure enabled a redrawing of congressional districts, making the outcome politically significant ahead of the 2026 election cycle.
Bianco, who is currently running for governor, has indicated that his investigation could expand depending on findings from the ballot review. He has also suggested that federal authorities could become involved if warranted.
While supporters frame the probe as part of broader election integrity investigations, critics argue it reflects a growing pattern of challenges driven by unverified claims. The situation now places California at the center of an intensifying national conversation over election oversight, legal authority, and the limits of post-election review.
