BRUSSELS — (February 17, 2026) — The European Commission has formally opened proceedings against global e-commerce platform Shein under the European Union’s sweeping online governance framework, the Digital Services Act (DSA).

The investigation will assess whether Shein is meeting its obligations under EU law to mitigate illegal content, protect minors from age-restricted material, and ensure transparency in algorithm-driven product recommendations.
“In the EU, illegal products are prohibited—whether they are on a store shelf or on an online marketplace,” said Henna Virkkunen, Executive Vice President for Tech Sovereignty, Security and Democracy, in a statement announcing the investigation. “The Digital Services Act keeps shoppers safe, protects their well-being, and empowers them with information about the algorithms they are interacting with.”
Digital Safety and Platform Accountability
The DSA, which took full effect across the European Union in 2024, establishes strict compliance requirements for very large online platforms operating within the bloc. Companies must implement robust risk assessment procedures, strengthen age safeguards, and demonstrate effective mechanisms to prevent illegal activity on their platforms.
The Commission said the probe will examine concerns related to age-restricted exposure, marketplace design, algorithmic recommendation systems, and overall platform accountability standards.
The investigation follows scrutiny from French authorities and watchdog groups that have raised concerns about fast-growing e-commerce applications, including Temu and AliExpress, regarding how content and product listings are moderated and presented to users—particularly minors.
Enforcement Without Prejudgment
EU officials emphasized that the opening of formal proceedings does not prejudge the outcome of the investigation. The timeline will depend on the complexity of the case, the scope of cooperation from the company, and the exercise of defense rights under EU law.
If violations are confirmed, the Commission has authority to impose significant financial penalties and require corrective compliance measures.
The action underscores the European Union’s broader push to position itself as a global leader in digital governance, algorithm transparency, and online safety enforcement. Through the DSA and related regulatory frameworks, EU policymakers have sought to establish guardrails for digital marketplaces operating across member states.
Growing Global Regulatory Pressure
The case also reflects increasing international scrutiny of large digital retail platforms as regulators worldwide examine consumer protection standards, age verification systems, and cross-border compliance obligations.
