WASHINGTON, D.C. — (November 9, 2025) — The Trump administration has ordered states to withhold full November SNAP food-stamp payments, directing them instead to issue only partial benefits following a temporary Supreme Court ruling that sided with the administration late Friday.

The U.S. Department of Agriculture (USDA) released new guidance on Saturday causing confusion by telling state SNAP directors to deliver only 65 percent of scheduled benefits this month and to “undo” any full payments already processed. The agency warned that states failing to comply could lose federal administrative funding or be held liable for “over issuances.”

“To the extent States sent full SNAP payment files for November 2025, this was unauthorized,” the memo stated. “Accordingly, States must immediately undo any steps taken to issue full SNAP benefits.”

The directive comes amid the record-breaking federal shutdown that left the anti-hunger program unfunded on Nov. 1, affecting roughly 42 million Americans. Earlier in the week, conflicting USDA memos told states first to pay partial benefits, then to prepare full disbursements, before the agency filed an emergency appeal to the high court.

Justice Ketanji Brown Jackson granted the administration’s request for a stay Friday night, temporarily halting a Rhode Island judge’s order that required full SNAP payments using an alternate USDA account.

Governors and advocates in states such as Massachusetts, New York, and Pennsylvania say the shifting guidance has created widespread confusion for families and administrators alike. Some states had already begun sending full payments before Saturday’s memo forced a reversal.

In a separate filing on Saturday, several states accused USDA of creating chaos:

“Officials have not sent any centralized or coherent guidance regarding how to navigate these unprecedented circumstances and what steps USDA will take to resolve the chaos created by its actions,” attorneys for the states wrote.

With hunger relief organizations scrambling to bridge the gap, local food banks have reported surging demand as millions of low-income households await clarity on their November benefits.
