WASHINGTON, DC (October 26, 2025) — The U.S. Department of Agriculture (USDA) has posted a stunning public notice confirming that Supplemental Nutrition Assistance Program (SNAP) benefits will cease on November 1 if the government shutdown continues — a decision that Democrats warn will hit LGBT Americans and millions of working families the hardest.

The notice, published Sunday on the USDA website, blames Senate Democrats for refusing to pass the latest spending package, claiming:

“Senate Democrats have now voted 12 times to not fund the food stamp program… At this time, there will be no benefits issued November 01.”

The message continues with language Democrats and advocates condemned as “cruel, politicized, and deeply misleading,” accusing the agency of echoing extreme talking points about healthcare for migrants and gender-affirming care to justify withholding food from families in need.

According to federal data, 42 million Americans rely on SNAP benefits, and the LGBT community is disproportionately affected. Recent research shows that 15 percent of LGBT adults — roughly 2.1 million people — used SNAP within the past year, a rate far higher than the 11 percent of non-LGBT adults. That includes about 1.3 million lesbian and bisexual women, 500,000 gay and bisexual men, and 250,000 transgender individuals.

Senate Majority Leader Chuck Schumer (D-NY) blasted the move as “an unconscionable attack on families and workers who did nothing wrong.”

“The typical couple in their fifties making around $85,000 a year will now pay $25,000 more for healthcare if these subsidies vanish,” Schumer said. “That’s enough to bankrupt a family or wipe out their savings. We refuse to let Republicans hold food and healthcare hostage to score political points.”

Democrats argue that the USDA could tap its $6 billion contingency fund to keep benefits flowing through the shutdown, but Republican leaders have blocked that option, insisting on a full spending bill on their terms. Advocacy organizations say that inaction could create a humanitarian disaster for low-income LGBT families, seniors, and disabled individuals who depend on SNAP to eat.
