Human rights organization Gender Stream reports a sharp rise in violent abuse since the war began, with displaced LGBTQ+ individuals in shelters facing the highest risk. Without formal tracking systems, the true scope of the problem remains unknown, but incidents documented by activists reveal patterns of intimidation, assault, and forced displacement.

A potential turning point lies in Bill 5488, legislation that would criminalize hate crimes based on sexual orientation and gender identity. Supporters say the bill would finally give Ukraine the legal framework to track such crimes and impose tougher penalties — a long-overdue step toward equality.

For transgender and intersex Ukrainians, the war compounds existing barriers. Many face harassment at checkpoints when their identification documents do not match their gender identity, and access to hormone replacement therapy has been disrupted across conflict zones.
